About FRAUD X
Four Liverpool firms of Solicitors have
joined forces to form Fraud X, the Association of Liverpool
Fraud Experts.
Quinn Melville, Canter Levin & Berg, Mark Jones & Partners, and the
Pearson Fielding Partnership are founder members of the Legal Services
Commission Serious Fraud Panel.
Each of the four firms have extensive experience and expertise in
the handling of Serious Fraud Cases brought by the Inland Revenue,
Customs & Excise, DTI, and Serious Fraud Office.
As a result of a new ruling which came into force on 2nd April 2001,
only firms on The Legal Services Commission Serious Fraud Panel are
permitted to conduct legally aided defence work in serious and complex
fraud.
It is imperative that all firms handling Legally Aided Serious Fraud
cases must ensure that they are aware of the significant changes,
which have now come into effect:
From now on, all new cases which have an estimated hearing time of
28 days or more at Court, or where the total of all defendants' costs
are likely to exceed £150,000, must be handled by a member of the
Serious Fraud Panel.
In addition, it should be noted that Legal Aid is now available without
a means test for Fraud Panel Members. Non-Panel members' costs may
be disallowed if they have not reported the case in accordance with
the new regulations.
The sanction for not reporting a case by an individual solicitor is
quite draconian - Non-Panel members will simply not be paid if they
fail to report a qualifying case.
